Available capacity, the utility's interconnection queue, substation timing, and the cost of an upgrade determine whether a site is viable at all — and those answers routinely take longer to obtain than entitlement does.

The rest follows from redundancy and thermal design: concurrent maintainability, generator and UPS topology, cooling approach, and water availability. Long-lead equipment procurement sits squarely on the critical path, so schedule commitments are made against equipment lead times rather than construction duration.

Switchgear, generators, and chillers drive the schedule. Delivery dates are committed against lead times, not build duration.
